Users rating code not getting save when entering a congress

When a user enters a congress and has paid by paypal, the system creates a login for them, and then saves address details and rating code so they can login and save typing them next time they enter a congress. This does not seem to be working, at least for pay by bank transfer (should save details on organiser approval of entry, and on paypal IPN). Needs testing for ENG and SCO congresses.
